I was thinking maybe getting skeletons and then wrapping them in white filler from a tube and letting it set.

Might be easier with thin strips of material / thin card and pva glue

try either paper towels or tissue paper soaked in thinned PVA glue.  I've used it for cloaks and such before and it worked there.  Just make strips and carefully wrap...
