Been wondering this for a while, any ideas why they're just permitted with Elf Kings? Surely any of the nobles should be allowed them...

I always take the 'pets' when the options are available as to me thay are a fun little part of the game and really makes KoW that little bit different. However I don't have Elves (yet) but always take the Rat and Mastiff options when available in their respective armies.

I take the dogs on dwarves mostly because I think they're cool, and I've had outstandlingly lucky rolls with them. I take the ratdogs with the undead because -- well -- they're incredibly worth it. (So worth it that *not* being able to take them makes me think of revenants as the second-tier choice for troops.) But I haven't felt compelled to take the cats yet.

only used them once, but managed to kill/break "Wip the half-caste" in a single turn with one.
Not sure how often it would work (the dice gods really smiled on me...or maybe they just thought it would be funny), but iit did add an element of fun.
